Is there method to the madness?

I've been wondering about this for a while now. As much as the fans try to parse out a pattern to the reruns, Infold punches us in the gut with something we never could have expected. And now, after the meanest promo tease in the world, I just want to cry. So what gives? What kind of a pattern is 1.0, 1.0, 1.1, 1.4, 1.2, 1.3, 1.6 anyway?
Well, some smarter Nikkis on Reddit and Taobao have super intricate theories about tags I can't follow, but I assume this is the crux of it:
Infold will not rerun an outfit with the same tags as the new banner. (Elegant can rerun with sweet, fresh, cool or sexy, but never with another elegant).
Infold is shuffling around popular reruns with unpopular banners to ensure they make money.
Popular reruns come before major patches or immediately after to drain spending and wring out savings (Timeless Melody in 2.6)
Banners without alt forms will come before banners with alts. Sorry to those who are dying for Artist Cat.
Anyway, this latest patch (2.7) the consensus was dead set on Stardust Flare or Mermaid, and we got... neither? It might feel like a weird pull, but let me explain.
We needed something with an Elegant or Fresh tag, yes, and chronologically SF makes sense, but players are forgetting 2 big things!
It is not a coincidence they're rerunning an AOE animal grooming outfit 2 patches after bug AOE. They wanted players to get used to the ease and fun of AOE abilities a cute "Look what you'd be missing!" from Infold.
This was one of the most skipped banners when it originally ran thanks to the girlcott. Players want to get their hands on it so bad because of how scarce it was back in the day.
Sure, that's great for them. But for me? A diehard Stardust Flare fan, I guess I'll wait until 2.9.
